Maybe they should allow elections
Elections during a war would lead to the enemy interfering and installing a puppet government.
Especially if we are talking about Russia.

Under the Ukrainian constitution, they cannot hold an election while martial law is under effect. Much of the population (a majority?) is either displaced or in an occupied territory.
The rules say no democracy while we’re doing a police state. Sorry those are the rules.

Elections would be good, but hard to do for 1/3 of the country
Those were the parts of the country they were ethnically cleansing anyway. Besides, they banned the political parties that were popular there.
And they already voted. To join Russia.
